Duties and Authorities of the Assistant Dean for Financial and Administrative Affairs

The Assistant Dean for Administrative Affairs exercises the following authorities:

First: Administrative Authorities

  1. Propose and coordinate the assignments of staff and technicians across all college divisions according to the work requirements of the college, and distribute them among divisions in a manner that ensures the college’s interests and needs.

  2. Issue appointment orders, staff nominations, retirements, and resignation approvals.

  3. Approve regular leaves for technicians, administrative staff, and contractual employees of the college for enjoyment within Iraq and abroad.

  4. Approve promotions for college staff, including technicians and administrative personnel.

  5. Approve the assignment of college employees and staff to perform additional university work.

  6. Approve the acceptance of medical reports issued within or outside Iraq for all college staff, provided that such reports comply with the regulations and provisions of the Sick Leave System No. (76) of 1959 and its amendments.

  7. Implement necessary administrative transfers within the college staff according to public interest requirements and in coordination with the Dean and Heads of Academic Departments.

  8. Sign orders related to granting regular leaves, summer holidays, and legally prescribed retirement bonuses for college staff.

  9. Sign forms for annual increments and promotions for administrative and technical staff.

  10. Grant maternity and childbirth leaves to all female college staff in accordance with prevailing regulations and instructions.

Second: Financial Authorities

  1. Approve the referral of payrolls and additional periods according to the relevant committees and in line with general contracting conditions, laws, and regulations in force.

  2. Authority to allocate the necessary financial appropriations among academic departments in coordination with the Heads of Academic Departments.

  3. Approve professional and engineering allowances, risk and hazard compensations, and other prescribed financial entitlements in accordance with laws, regulations, and instructions.

  4. Recommend referring staff members to investigation according to the State Employees’ Disciplinary Law.

  5. Propose issuing dismissal decisions for students exceeding the permitted absence percentage in a department or branch, in accordance with current regulations, provided that such proposals are endorsed by the College Council.

  6. Approve and disburse advance funds for college staff, including faculty, technicians, and administrative employees, for tasks performed within Iraq and for appropriate periods to accomplish assigned duties.

  7. Issue administrative orders to warn or penalize students for absences or violations of rules and regulations.

  8. Issue administrative orders for lectures delivered by staff or external lecturers (in coordination with the Dean) and manage the corresponding registers or forms, ensuring accuracy according to administrative orders and follow up on their disbursement through the department’s administrative office in coordination with the college’s financial department.
